CARES Act: Department of Education Required Disclosures for the Receipt and Use of CARES Act Funds

Student Portion Public Reporting

  1. An acknowledgment that the school signed and returned the Certification and Agreement and the assurance that the institution used—or intends to use—at least 50 percent of the Cares Act funds received for emergency grants to students. 
    1.  Sierra College signed the Certification and Agreement on May 4, 2020. We will use 50% of the Cares Act funds received for emergency grants to students as required by the Certification and Agreement.
    2. Sierra College received notification from the Department of Education of our HEERF II funding level on Jan. 22, 2021 
       
  2. The total amount of funds a school received—or will receive—from ED. 
    1. Sierra College will receive $7,595,582. 
    2. Sierra College must award $3,797,791 as direct aid to students using HEERF II funds.

    1. Sierra College has 19,104 FAFSAs on file for 2019-2020
    2. Funding for HEERF II was signed into law on December 27, 2020.  We can only award students using HEERF II funds to students enrolled in spring 2021 or after. Sierra College has 16,334 students enrolled for spring 2021. Of this, 8,558 students have a FAFSA on file. HEERF II will be awarded to students who have a FAFSA on file. Students enrolled in spring 2021 who did not file a FAFSA must do so to be considered for this grant.
       
  5. The estimated number of students eligible to participate in the emergency grant program (the number of Title IV eligible students under Section 484 of the Higher Education Act).Sierra College has 19,104 FAFSAs on file for 2019-2020. 

    The total number of students who have received emergency grants under the CARES Act:
    1. 5,357 students as of May 15, 2020
    2. 5,417 students as of June 2, 2020
    3. 5,458 students as of July 9, 2020
    4. 5,493 students as of August 24, 2020
    5. 5.536 students as of October 9, 2020
    6. 8,737 duplicated student awards as of December 7, 2020
    7. 8,953 duplicated student awards as of February 15, 2021
    8. This concludes the first round of HEERF 1 funds for students.

      HEERF II Allocation
      The estimated number of students eligible to participate in the HEERF II emergency grant program is 16,334 enrolled students for spring 2021. Only students who elect to complete a FAFSA may be considered for this grant as long as funds remain. 
      1. 6,925 students awarded as of Feb 25, 2021
      2. 7,155 students awarded as of Apr 19, 2021
  6. The method(s) used to determine which students received the emergency grants and how much they received.
    1. Phase 1
      1. Award $400 to students with an EFC below $5577 and enrolled in less than 6 units
      2. Award $600 to students with an EFC below $5577 and enrolled in 6 or more units.
    2. Phase 2
      1. Remaining CARES Funds will be determined by CARES Grant Application submitted by all currently enrolled students.
    3. Phase 3 - Fall 2020
      1. Awarding due to homelessness as a result of COVID
      2. EFC changes due to COVID
      3. Dependency override under circumstances due to COVID
      4. Identified students with food insecurity
      5. Identified students with COVID-related emergencies
      6. Awarded students who were in attendance spring 2020 and continued into fall 2020 an additional $200 grant

        HEERF II Allocation
        1. Phase one, block Grants were provided to the following: 
          • Awarded all Pell eligible and packaged students enrolled in spring 2021
            • Enrolled 6.5 units or more a block grant of $800
            • Enrolled 6 or fewer units a block grant of $500
          • Non-Pell eligible students with an EDE record enrolled in spring 2021 with no Pell packaged and an EFC higher than 5,711 (Pell chart cut-off)
            • Enrolled 6.5 units or more a block grant of $350
            • Enrolled 6 or fewer units a block grant of $250
               
        2. Phase two
          • Direct Grant application requested by a student and must have a FAFSA on file
